Global health as seen by Congo's sapeurs

Here is our last cartoon for 2015. It relates to the "Sape" movement (The Society of Ambiance-Makers and Elegant People) in Brazzaville and Kinshasa. As you know, Universal Health Coverage figures into the new Sustainable Development Goals. With a wink, Michel Muvudi (Democratic Republic of the Congo) warns us not to be overly optimistic about the impact of such international objectives at the country level.

We wish you a happy holiday season, and we will be back on-line in early January.

Les objectifs internationaux: juste de la sape?

Voici le dernier dessin pour l'année 2015. Il nous renvoie à la Sape (la Société des Ambianceurs et des Personnes Élégantes) telle qu'elle se pratique à Brazzaville et Kinshasa. La Couverture Sanitaire Universelle est bien reprise parmi les (nombreux) Objectifs de Développement Durable. Michel Muvudi (République Démocratique du Congo) nous suggère toutefois de faire preuve d'un optimisme prudent sur la réelle portée de ces objectifs internationaux au niveau des pays.

Nous vous souhaitons de bonnes fêtes de fin d'année. Nous sommes de retour sur le blog début janvier.

Evitons la tentation du couper-coller

Le financement de la santé est un champ techniquement complexe. La tentation est grande de reproduire ce qui a marché dans un autre pays, sans trop se poser de questions. Ce risque vaut pour de nombreuses solutions: la stratégie nationale de financement, le financement basé sur la performance, les politiques de gratuité... Selon nous, s'il y a une seule recommandation universelle, c'est celle de développer les capacités d'apprentissage de son système "CSU". Merci à Maxime, Catherine, Pierre et Fahdi pour avoir identifié ce sujet.

More than 'cut and paste'

Health financing is technically complex. It can be tempting to try to reproduce what worked in another country without adequately adapting it to the context of one's own. We've seen this with national health financing strategies, performance-based financing, fee exemption policies…If there is one universal recommendation we would offer, it is that countries should develop a learning culture and capacity in their UHC "system". We thank Maxime, Catherine, Pierre, and Fahdi for identifying this subject.

La couverture sanitaire universelle: partir de l'existant?

Dans beaucoup de pays la Couverture Sanitaire Universelle résultera de la combinaison harmonieuse d'une multitude de régimes de financement de santé. Beaucoup de praticiens de nos communautés de pratique oeuvrent à cela. Félicitations à Claudia Bojanowski (Canada) qui a bien capturé cette réalité.

In many low-income countries, health care financing is very fragmented. Moving toward Universal Health Coverage will be more a process of bringing order and efficiency to the health financing schemes that already exist than it will be of introducing yet another one. Congratulation to Claudia Bojanowski who nicely captured this reality.

Nous continuons notre partage des scénarios gagnants. La Couverture Sanitaire Universelle (CSU) requiert un investissement de ressources publiques. Le concept d'espace fiscal traduit la marge de manoeuvre qui existe au niveau du budget de l'Etat. Félicitations aux scénaristes Jean-Paul Dossou et Ramatoulaye Diallo!

The concept of 'fiscal space' refers to the extent to which there are extra resources available within the national public budget. Congratulations to Jean-Paul Dossou and Ramatoulaye Diallo.

Our communities of practice (financial access to health services and performance-based financing), with the support of the French Muskoka Fund, invite you to celebrate this important day through cartoons! Le 12 décembre sera la Journée Internationale de la Couverture Sanitaire Universelle. Les Communautés de Pratique Accès Financier aux Services de Santé et Financement Basé sur la Performance et leur partenaire, le Fonds Français Muskoka, vous invitent à célébrer cette importante journée en dessins.
