Health financing is technically complex. It can be tempting to try to reproduce what worked in another country without adequately adapting it to the context of one's own. We've seen this with national health financing strategies, performance-based financing, fee exemption policies…If there is one universal recommendation we would offer, it is that countries should develop a learning culture and capacity in their UHC "system".
