This is the last cartoon from our Universal Health Coverage (UHC) contest. UHC is about 'access to health care' but also 'protection against impoverishment due to health care expenditure'. If the country opts for some consolidation through the introduction of a social health insurance, this will raise interest beyond the Ministry of Health. In several countries, this leads to tensions between ministries. Who should be the leading ministry? Thanks to Maxime, Catherine, Jeroen, Pierre and Fahdi for this scenario.
